There are all sorts of hoops to jump through for the health and fire departments that will most likely require additional improvements to the flooring and plumbing - along with the purchase of restaurant equipment - expensive even when used. It was a small place, and they spent tens of thousands of dollars. This was in a space they leased that was already equipped for restaurant equipment. If it hadn't been, it would have been tens of thousands more.
