Restaurant owner gets to keep scantily-clad mannequin

Jim Tessel, the owner of KT’s Barbecue in Reading was told by the city’s zoning commission that his greeter – a mannequin named BarBe Q – violated the community’s norms of decency in her skimpy halter top and Daisy Dukes. He won his appeal and now BarBe Q can stand proud in her short shorts.
